The mayor is the highest authority of the municipality and is responsible for the management, administration and oversight of its operation. The municipality is responsible local administration of each commune or group of communes.

The municipality, the mayor also consists of a community council is responsible for managing one or more communes. The mayor is elected democratically (by popular vote / by the people) for a period of 4 years and may be reelected.

Mayor's powers do not need the agreement of the Council:

• Judicial and extrajudicial represent the municipality.
• Propose to the council's internal organization of the municipality.
• Administrative probity within the municipality.
• Manage the financial resources of the municipality.
• Manage municipal property and national public use of the community concerned.
• Grant, renew and terminate municipal permits.
• Coordinate the operation of the municipality with the bodies of the Administration of that State.
• Coordinate with public services, the action in the territory of the commune.
• Convene and chair, with the right to vote, the council, as well as to convene and chair the Economic and Social Council community.
• Submit a plebiscite local government matters.

Among many other tasks which mentioned the Law of Municipalities.

Mayor's powers need prior agreement of the Council:
You must submit for approval by the City Council:

• community development plan.
• municipal budget.
• the regulatory plan.
• policies of the unity of health and education services and other added to its management.
• policies and general rules on tendering, procurement, concessions and permits.

Among other powers mentioned the Law of Municipalities.

Public Account
And the mayor is required to publicly account for the City Council once a year. Must be held no later than April of each year and be referred to municipal management of the previous year. The account is via written report should be available to any citizen.
